Banks, Internet and Security - An Example From Spain

By Hans Bool Security is a theme that will preoccupy us for ever. It is the answer to the most important enabler for doing business on the net: TRUST. And banks are (or should be) one of the key suppliers of trust.
How the various banks in different countries are dealing with this topic reflect some of the culture behind internet. A recent incident showed me some striking difference. This is about a bank in the south of Spain, one of the most prominent in the area. And the case is this:
For transferring money through the internet the initial amount is set to only 600 euros. Transferring an amount higher than 600 euros is not accepted through the internet application. Obviously this is done to protect the clients. (I thought initially) So I went to the (Bank) office and they were willing to change this limit for different type of operations: the maximum amount per transaction, the maximum per day and the maximum per month.
These kinds of measures are added to the internet application of the bank with the goal to protect the client. It is not hard to think of an example where someone (a hacker) gets access to the banking application and is then able to transfer only 600 euros per transaction. If I compare this to a number of banks I use in the Netherlands, none of these have a limit to the amount to transfer (not per transaction, per day nor per month).
A possible conclusion could be that (assuming that more banks in Spain will use the same mechanism) Spanish clients are less comfortable with internet and require higher security standards. But there is another difference. This particular bank (like many others in Spain) uses the best practice security token which is the coordinate card; this is a card with different numbers that are identified by a coordinate - like a cell in spreadsheet (A1, B4) - and the banking application prompts for a random coordinate at the moment of preparing for a transaction. The best practice in the Netherlands is not this coordinate card but a hardware calculator. This token operates only with your bank pass and your pin code. Obviously this is much safer, but also much more expensive. In this light it seems more logical that this Spanish bank adds an additional security measure (like the one of limiting the amount to transfer). But this measure is most likely not only for protecting the client, but rather for protecting the banks insufficient security level. I had to go to the office to fix this problem and this took including waiting time more than half an hour; fifteen minutes for the configuration. A calculator costs around 70 euros. The distribution will cost twice as much as the distribution of a paper coordinate card. But in the end, these costs are probably lower than attending a client at a desk for changing limits. On an overall productivity level, this will mean a lost of productivity that exceeds the costs of the token and the interaction with the banking agent. Internet is supposed to make life flexible and faster; in both cases the Spanish situation is lagging behind. Don�t Forget Your Neighbors

By Ashok Malhotra As a consequence of modern life and modern industrial economy, every year the proportion of people staying in cities increases as compared to those staying in villages. Of the many facets of city life is one where one may live in a city home or apartment for years without having any social interaction with ones immediate neighbors. One commemorates or celebrates special events such as deaths, anniversaries, birthdays and weddings in city homes just as much as village people do in village homes, and it may sometime happen that one invites friends and relatives to such an occasion from different parts of the city but not ones neighbors. There is an old saying to the effect that if an event is celebrated where no friends or relatives are invited then the gods may still bless it if they deem fit, but if an occasion is celebrated without inviting any neighbor the gods too shall withhold their blessing. One may not believe in God or gods in the modern scientific world but it would be unwise to reject the wisdom hidden in old proverbs and sayings. An excellent practice some city neighborhoods have started is to define a group of twelve neighboring homes and then fix the last Sunday evening of a month for a neighborhood get-together. If a particular homeowner is busy in the month when his or her turn comes he can exchange his assigned month with another neighbor by mutual arrangement. Such get together's are good occasions to discuss a neighborhood issue and thereby improve the neighborhood. They also serve as a forum to exchange any useful information about the neighborhood such as the availability of a new opportunity, service or potential hazard that you may not have heard about. Even if one does not wish to be friendly with ones neighbors there may be an occasion when one has to deal with them for a neighborhood issue, or seek their help in an emergency therefore it is definitely not wise to ignore neighbors totally. Moreover, neighbors have you on their mind more frequently than relatives. Perhaps telepathic bad wishes of neighbors are not effective but they can remain silent when they see a break-in taking place into your place perhaps even gloat at it incase you have been particularly mean. Moreover no one can stop a neighbor from observing and gossiping to other neighbors if they wish to. It is true that some neighbors are interfering if one becomes friendly or they may not be your type or perhaps they are too aloof to have bothered to talk to you. This is when a special occasion comes in handy. Inviting them on a special occasion provides an excuse to invite them and does not translate into daily friendships. Probably there are enough people present at a celebration so that it does not matter if some are not your type. So next time there is an occasion at your place worth inviting people you need not become a good Christian suddenly by loving your neighbor, but dont forget them, and may the best wishes of this author be with you for that occasion, provided you have done so. Harrington College of Design Honors Robert C. Marks

By Stephen Condren Harrington College of Design honored Robert C. Marks with the Frances Harrington Award for outstanding achievement in Education and Interior Design. The event took place in the Grand Hall at Union Station, 210 S. Canal St., Chicago, Illinois. Nelson Sears, Communications Manager at Harrington, orchestrated the event. Never has the Grand Hall looked as good as it has for this special event. The room was resplendent, colored lights were mounted at the base of the Greco/Roman fluted columns that surround the room. The hall was finely appointed with wall decorations, balloons, and an assortment of flowers. A very fine dancing band that played in a manner that was festive yet not overly engaging. Starting out as a student at the Frances Harrington Institution of Interior Decoration, Robert C. Marks took control of the school in 1959. A man of vision, Mr. Marks expanded the programs and course offerings. Seeing a need for school research, Mr. Marks started what came to be the largest and most replete Interior Design library in the country. Further, he saw to having the school accredited by the American Society of Interior Designers (ASID) and changed the name to The Harrington Institute of Interior Design. As time passed Mr. Marks developed educational seminars in conjunction with on site tours to architectural destinations for research. They went to cities all over the world visiting famous places that have changed Interior Design. These seminar events along with their enhanced curricula helped established Harrington Institute as the premier school for Interior Design in Chicago and as one of the leading Interior Design schools in the Country. Mr. Marks saw a need for educational credentials for interior designers so he expanded the school to a college offering a Bachelors Degree. The Institute was renamed the Harrington College of Design as it remains today. For years Harrington was located in the Fine Arts Building at 410 S. Michigan Avenue in downtown Chicago. This excellent location enabled Harrington students to take advantage of all the educational and cultural venues that Chicago has to offer. Along with Mr. Marks, six other individuals were given awards. For the Excellence in Design Award the following individuals were honored: Lucien Lagrange, Eva Maddox, Stanley Tigerman, and Victor Skrebneski. For the Design Vision Award the following individuals were honored: Mayor Richard M. Daley and Commissioner Cherilyn Heremb. Mr. Marks is a patron of the Arts. He is a supporter of Lyric Opera of Chicago, The Chicago Symphony Orchestra, The Art Institute of Chicago, and the Metropolitan Opera of New York. Mr. Marks sits on the Boards of leading Chicago cultural institutions and is a moving force in them. Today Harrington College of Design stands at the forefront of education in Interior Design.
